Architecture professor Susan Ubbelohde discusses her trip to India with three departments of UC Berkeley students to help plan Nanocity, a sustainable 21st century Indian metropolis designed to emulate Silicon Valley.

swissnex San Francisco invites a panel of experts to discuss the past and future of urban planning in India, highlighting two examples: Chandigarh, a city mandated by the Nehru government in the 1950s and designed by Swiss architect Le Corbusier, and NanoCity, a yet-to-be-built metropolis initiated by entrepreneur (and Hotmail co-founder) Sabeer Bhatia and designed by the Berkeley Group for Architecture and Planning.

In many ways, these two cities suggest a shift from municipalities planned by governments to ones dreamed up by influential individuals. They may also herald a transition of power from the hands of political decision-makers to those of the business world. Even the function of cities themselves seems up for reinvention. Where Chandigarh was established as an administrative capital, NanoCity aspires to be a hub for education and high-tech. – Swissnex San Francisco

Susan Ubbelohde is a professor of architecture in the College of Environmental Design at University of California, Berkeley, where she teaches design studios and seminars in sustainable design, lighting design, high performance facades, and architectural theory. She is a principal of Loisos + Ubbelohde Associates, a design and consulting firm based in Alameda, California, focused on high performance and sustainable design.

Ubbelohde has directed research for the U.S. Department of Energy, the National Science Foundation, the University of California Energy Institute, and the California Institute for Energy Efficiency on daylighting design, daylighting software, climate responsive design, and monitored building performance. She has authored numerous publications, participates on a variety of technical review committees, and lectures on environmental design and energy-related topics throughout the U.S.

@MChav7 Some examples of safety regs hurting small cos more than big:
Animal ID laws require all farm animals to have expensive RFID chips implanted in spite of the fact that mad cow and other diseases tend to happen on big, not small farms.
Trade licensure boards, eg hair cutting, and interior design, tend to set up educational standards designed more as hurdles to start-ups.

@MChav7 Externalities and market failures exist, but they are rare, and are seldom dealt with in the least market-distorting way. Can you think of a specific example we can discuss?

Even with profit margins as high as 10% (most industries have much lower) the inefficiencies of excessive govt regs tend to be WAY more costly than 10%.

@MChav7 Competition is much more effective than regulation at keeping quality high and price low. Regulators tend to get in bed with the regulated. You see it everywhere. And heavily regulated companies hire lobbyists to INCREASE their regulation! Why? Because they know that big corps can deal with regs better than small, entrepreneurial cos. It creates barriers to entry which helps maintain oligopoly which increases prices and reduces quality.
